Purpose of the Assignment
The main objective of the consultancy is to support WCARO social Policy section in advancing its work in Public Finance for Children (PF4C), particularly regarding increased mobilization of domestic resources for children rights. The goal is to support the process of leveraging more resources for children in national budgets and this will involve evidence based advocacy through national budgets analyses.
Assignment Tasks
The consultant will contribute to the regional fiscal space study that is underway in the regional office. He will support the collection of relevant data and supporting documentation, contribute to the drafting and finalization of the document, and liaise withy country offices in the process. This assignment is a Dakar-based assignment for around 20 working days.
The main objective of these studies is to analyze the fiscal space available in some countries in West and Central Africa region, in order to determine what could be the financing options for increased investment in social sectors.
Each country study will start by analyzing spending trends regarding key social sectors over 5 years and try to derive the impact of these spending on child wellbeing indicators. It will then analyse all aspects of fiscal space, determine which components of the fiscal space are more likely to be increased in a reasonable timeline, and assess the scope of the possible increase of the fiscal space. The revenue side, the expenditure side, and the financing side of the budget will all be perused and assessed.
The studies will try to find innovative source of financing (International initiatives, private sector), etc., and specific taxation that could fund social sectors. Enhanced expenditure efficiency will also be explored as a way of increasing fiscal space without increasing resources allocated.
The consultant is expected to support Fiscal Space analysis in two countries: Guinea and Chad are the two countries, to be confirmed, for a duration of around 10 days in each country plus 10 days in Dakar for finalization with the Social Policy team;
The consultant will participate as a trainer in the training sessions that the regional office is providing to key stakeholders in the region on PF4C. Gabon and Burkina Faso are the two countries, to be confirmed. Each training will last around 5 days, plus 5 days for preparation, that is a total of 20 days.
The consultant will contribute to the development and completion of a PF4C roster of consultants, who could support UNICEF work in Public Finance in the region. She/he will also contribute to the elaboration of a Long Term Agreement (LTA) between UNICEF WCARO and a consultancy firm, for more substantive support to PF4C work in the region. This is a Dakar-based work for around 10 days, plus home-based work of around 10 days.
The consultant will work closely with country offices in the region.
