How can you make a difference?

Under the supervision of the Regional Chief of Human Resources, the incumbent will be responsible for developing innovative learning and training programs and strategies that support staff performance and career development. S/he will design and deliver curriculum and learning materials, and manage all phases of learning/training interventions. S/he contributes to the development of innovative staff development policies, programmes/activities, training methods, materials and solutions, and effectively coordinates training initiatives throughout the region.

  • Key functions, accountabilities and related duties/tasks

    The Human Resources Specialist (Performance Management, Learning and Career Development) is:

  • An expert in performance management, learning and career development with demonstrated abilities in strategic partnering, project management and in motivating self and others to achieve quality and timely results that strengthen individuals, teams, and office performances thereby contributing to the achievement of results for children;

  • An analyst, with demonstrated abilities to identify performance gaps and learning and development needs from document reviews and surveys, including evaluating the effectiveness of the training and staff development programmes;

  • A trainer and facilitator with demonstrated abilities in developing and delivering training and learning programs, and provide after training support through coaching and mentoring to support staff to apply knowledge gained to improve and/or strengthen performance;
  • A coach and mentor with demonstrated abilities in developing tools and systems that encourages staff to drive their careers, whilst providing developmental support based on organizational policies and guidelines;
  • A communicator, who effectively engages with staff and managers to identify current and future learning needs and translate them into plans;

  • Key Results Expected:

    Guidance and technical assistance through strategic partnering with managers and their staff, and in collaboration with HR practitioners and staff association resulted in:

  • Increase in performance satisfaction and improvements at individual, team, office and regional levels thereby contributing to the achievement of team and office objectives. Achievement of this expected result would be through developing, implementing, monitoring and reporting on SMART (specific, measurable, attainable, realistic and time bound) performance development plans;
  • Demonstrate return-on-investing in training and learning programmes through evidence-based reporting derived from SMART workplans adequately resourced and fully implement; Achievement of expected results would require identifying performance gaps, defining performance targets and developing joint training and learning plans with clear timelines, roles and responsibilities;
  • Increase satisfaction of staff and their managers as they feel supported in developing, implementing and monitoring career development plans jointly developed by staff and their manager;
  • New and revised policies on performance management, learning and development and career development reflected the needs of the region. Achievement expected results would require timely and effective contribution to the development, update and review of human resources policies;
  • New and Keep abreast of developments and new trends in performance management, learning and development and career development within and outside the UN common system and import innovative training methodologies and solutions. Work closely with human resources development committees at regional level to strengthen organizational learning environment.
  • Impact of Results

    Efficiency and effectiveness of the incumbent will have a positive impact on the capacity of the region to contribute to the achievement of results of results for children by identifying and addressing gaps in knowledge and competencies of staff and managers and also to streamline internal capacity building and to monitor the return of learning and training investments on individual, team and office performance.

  • To qualify as a champion for every child you will have…
  • Advanced university degree in human resources, adult education and learning or business administration. Additional professional training would be an advantage.
  • Five years of relevant professional work experience, some of which must be at the international level. Developing country work experience, an asset. Experience in managing a performance management, learning and training programme and demonstrated project management skills are required.
  • Fluency in both French and English is required.
