United Purpose seeks a Programme Officer to manage United Purpose’s programme in Cameroon and its relationship with partner organisations and to support the Country Director and team to ensure that The Gambia and Senegal country programme is adequately funded and positive donor relations are maintained.

Location: Based in Dakar, Senegal or Banjul, Gambia with travel
Responsible to: Country Director
Contract type: Two year fixed term contract, with a possibility of extension
Salary: Competitive with comprehensive benefits package

Objectives:

1.Managing Cameroon programme and acting as project manager for the two on-going projects in Cameroon in partnership with local NGO partners (including working with partners, finance team and stakeholders to prepare activity plans, budget, donor reports and financial reports);
2.To lead on building an institutional real-time knowledge of donors and various funding opportunities relevant to the needs of the programme;
3.To ensure timely reporting and communication on donor contracts and internal monthly reporting within UP;
4.To lead in developing funding strategies for the various thematic and strategic areas requiring funding within the programme;
5.To work with project managers, partners and the finance manager in preparing and submitting proposals in line with the specific funding strategies.

Duties and responsibilities:

•Ensure that Cameroon projects spend according to agreed budgets, all accounting and accountability requirements are met and in-kind and co-funding contributions are met where applicable.
•Ensure that partners in Cameroon are performing well and there is a good relationship with UP.
•Maintain relationship with M&E and fundraising team and support volunteers based in the UK.
•Ensure that project objectives are being achieved, activities are going as planned.
•All donor reporting requirements and contractual engagements are met (both narrative and financial) and that a good relationship is maintained with the donor.
•Lead on programme development for UP in Cameroon by responding to new funding opportunities and reaching out to donors in Cameroon.
•Assist to represent UP with important stakeholders in Senegal, Cameroon and The Gambia.
•Coordinate building an institutional real-time knowledge of donors and various funding opportunities relevant to the needs of the programme.
•Develop clear and deliverable short (1 yr) and long-term (3-5yr) funding strategies for each project/programme area primarily with Project Managers and Partners under the supervision and drive of the Senior Finance Manager and Country Director.
•To advise and when necessary support project managers on donor guidelines and contractual obligations, particularly on reporting, co-funding, procurement and visibility requirements & work with the Programme Coordinator to ensure a coordinated approach to donor grant management.
•Support to ensure timely narrative and financial reporting to donors in collaboration with Project managers, Finance manager and Country Director.
•Co-ordination and maintenance of the Monthly Project Status Summary Report (PSSR) & act as a key point of contact with the UK office in relation to the PSSR.
•Communicate wider non-Gambia/Senegal specific funding opportunities to other UP country programmes where appropriate;
•To build the capacity of other UP staff in proposal writing, project reporting and profile documentation.
•To support partners in development of proposals, donor linkages and grant management.
•Assist the Country Director in building donor relations and in attending meetings with donors as appropriate and required.
•Other tasks as agreed with the Country Director.

Person specification:

The ideal candidate is a well-organised, motivated and methodical person with work experience and good understanding of donor relations, contracts and proposal development, excellent writing/communication skills, capable to carry out work with limited supervision. The applicant should ideally be committed to at least a two year (24 month) posting. The ideal candidate shares UP’s values of partnership work, is able to work and thrives in multi-cultural environments.

Essential qualifications
•Fluent written and spoken English
•Good written and spoken French
•Attention to detail
•2-5 years relevant work experience
•Degree level qualification in a development-oriented field or other relevant subject.
•Experience (co-)managing budgets of over USD 100,000
•Proven experience in proposal writing and understanding of project budgets
•Understanding and experience of working with donors (experience with EU is a strong asset)
•Solid Planning and Organisational skills
•Ability to work proactively, under own initiative with minimal supervision
•Ability to work to tight deadlines and multiple priorities in a demanding environment
•Strong computer skills: Excel, Word and Outlook
•Commitment to humanitarian values and capability to adapt to the local work environment and constraints.
•Good interpersonal skills with a patient, flexible & responsive disposition

Desirable qualifications
•Proven experience in programme development, donor liaison, building donor relations, networking and organisational representation
•Proven experience in grant and contract administration – experience with USAID and EU grant management an advantage
•An understanding of co-funding mechanisms in relation to Institutional Donors
•Familiarity with large international donor contractual requirements
