Background

WCARO, based in Dakar, provides oversight and guidance to 24 COs in West and Central Africa.

Five countries in WCAR will start the process of developing a new country programme for submission to the UNICEF Executive Board in 2019, which will require extensive support, notably in terms of building consensus around overall positioning and strategy (e.g. during Strategic Moments of Reflection) and in terms of development of key documentation (Programme Strategy Notes, Country Programme Documents).

During the fourth quarter of 2018, COs will be called upon to prepare their Country Office Annual Reports (COAR), based on newly issued set of guidance, templates and tools, aligned to the UNICEF Strategic Plan 2018-22 and taking into account the changes to the corporate programme reporting system known as the Results Assessment Module (RAM). WCARO will support COs in this endeavour through providing technical assistance and quality assurance.

Analysis of COARs at the regional level will allow for WCARO then to report progress through the RAM and to prepare its Regional Office Annual Report (ROAR), which will itself be subject to modifications in relation to guidance, templates and tools. The ROAR will also be informed by the End-Year review of WCARO work plans and progress towards targets set in the Regional Office Management Plan (ROMP) 2018-22.

The Regional Management Team (RMT), which meets twice per year, will require enhanced support in the area of planning, to assist this body to take stock of progress towards the regional Key Results for Children (KRC), to capture and disseminate good practices, and to spearhead implementation of its decisions on next steps related to the KRCs.

Objectives

The West and Central Africa Regional Office (WCARO) of the United Nations Children’s Fund (UNICEF) is seeking the services of a consultant to support the planning pillar of the Planning, Monitoring and Evaluation (PM&E) section, comprising: a) country planning activities across Country Offices (CO) of the West and Central Africa region (WCAR), b) internal planning and knowledge management activities of WCARO, and c) regional planning events and initiatives.

Scope of work

The scope of this assignment comprises contributions, which will be primarily of an analytical nature, to the following areas:

1) Country planning

2) WCARO internal planning

3) Regional planning

Work will be primarily performed via the following means:

• Review of documents remotely (from Dakar) with phone/Skype calls as needed.

• Interaction with colleagues and feedback by emails and/or through SharePoint.

• Attendance at preparatory meetings with colleagues, preparation of background documentation and presentations, attendance at the management meetings and note-taking, and preparation of meeting summaries including concise action points.

Deliverables and Schedules

Tangible and measurable deliverables from this consultancy include:

1) Country Planning

• Perform review of the following, and consolidate comments from PM&E and other WCARO sections for sending to COs:

o 24 COARs

o Programme Strategy Notes from 5 COs

o 5 CPDs

2) WCARO Internal Planning

• Contribute to the organization of the WCARO End-Year review, in coordination with sections of the office, in part through production of a concept note, agenda and meeting report

• Contribute to preparation of the draft ROAR through review of draft portions of the report prepared by sections and consolidation of comments made by others.

• Contribute to reporting of results against targets set in the ROMP through the Results Assessment Module (RAM), by the deadline set by HQ, by providing technical assistance to sections, and by monitoring and reviewing their inputs into RAM with a view to ensuring accuracy, coherence and completeness.

3) Regional Planning

• Organize SharePoint space for meetings of the Regional Management Team (RMT) through logical and clear organization of folders and documentation.

• Contribution to preparation of documentation and presentations for RMT meetings, as required.

• Prepare draft report on each RMT meeting within allocated timeframe and according to prescribed requirements as to quality and form.

• Contribute to preparation of a document summarizing achievements, lessons learned and good practices around KRC operationalization

4) Other tasks related to planning as required

Timing

The consultancy will span 7 months, full time work, on site at WCARO in Dakar. Key deliverables correspond to a specific time frame:

*End-year review: December 2018

*COAR assistance and review: December 2018-February 2019

*ROAR and end year reporting in RAM: January-February 2019

*CPD development: SMRs during Q4 2018; review of PSNs February-March 2019; review of CPDs April-May 2019

*RMT meeting: April-May 2019

Administrative Issues

The consultant will be supervised by the Regional Chief Programme and Planning.

Payment is made upon receipt of the invoice, and deliverables that meet quality criteria as assessed by the supervisor of the consultant.

Qualifications and Specialized Knowledge/experience required

Education:

Advanced university degree in political or social sciences, demography, development planning, statistics or related technical field.

Work Experience:

• Five (5) years of progressively responsible professional work experience at national and/or international level in programme planning, management, coordination, monitoring and evaluation.

• Practical experience in knowledge management, communication will be an asset

Language Proficiency: Fluency in English is required – writing skills must be strong. Working knowledge of French is an asset.

Other skills of team members:

• Excellent written and oral communication skills, ability to work independently

• Good time management and ability to work under tight deadlines
