Job Summary:
The Deputy Emergency Coordinator will support the development and management of the CP's emergency response and recovery portfolio. S/he will ensure that effective systems and processes are in place to support high quality programming, as to maintain Catholic Relief Services' (CRS) reputation as an exceptional responder. Your knowledge and skills in emergency and recovery programming, across a wide variety of sectors, will help to ensure the delivery of high-quality emergency programming that applies best practices and constantly works towards improving the impact of its benefits to those we serve. The Deputy EC will use his/her management abilities to further program management and quality; capacity building and supervision of teams; monitoring evaluation and learning (MEAL) in emergencies and business development within the CP emergency portfolio.
Job Responsibilities:
- In close collaboration with the Emergency Coordinator and Emergency Technical Advisors, manage the planning, strategy and implementation of emergency response and recovery activities for specified programs in line with CRS quality standards, donor requirements, and national and international standards and ensure program components are implemented in an integrated manner with other ongoing CP programming, ensuring staff safety and security.
- Provide technical oversight of the USAID-funded DRIVE program and UNICEF funded emergency response programs in the CP.
- For projects under the portfolio of the Deputy EC, ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources through to monthly budget monitoring reviews.
- Effectively manage talent and supervise. Manage team dynamics and staff well-being for program staff on programs in portfolio of Deputy EC. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of emergency staff, and complete performance management for direct reports.
- Lead the promotion of MEAL and knowledge management by leading program/project reviews and reflections with staff and partner representatives and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming initiatives and approaches, and to contribute to organizational learning.
- Coordinate the Emergency activities to dovetail with the CRS/DRC development programs, capitalizing on learning across projects where appropriate.
- Represent the organization at a field office-level and collaborate, coordinate and communicate on a regular basis with INGO key sectoral working groups at field level, the UN, and relevant local government and community actors to keep abreast of changing needs and opportunities on the ground, to develop synergies, and to identify opportunities for growth.
- As needed, assist in business development by leading and writing proposals to ensure quality emergency proposals per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
- Identify emergency capacity building needs for staff and partner organizations and coordinate with EC to plan emergency training and capacity building programs and activities.
Typical Background, Experience & Requirements:
Education and Experience
- Master's Degree in International Development, International Relations or relevant field.
- Minimum of 5 years of field-based work experience in a program/project management position with an international NGO, with preferably at least 2-3 years working in emergency response programming.
- Strong knowledge of emergency guidelines and standards, including SPHERE and Integral Human Development As well as best practices for MEAL in emergencies.
- Demonstrated knowledge/experience of integrating cross-cutting themes such as capacity building, gender, good governance, and peacebuilding
- Demonstrated ability to represent the organization at coordination meetings with donors, local government, UN, and other international NGOs.
- Experience with emergency proposals and strategy design. Familiarity with policies, procedures, and priorities of USAID, DFID, UN agencies and Caritas agencies preferred.
- Experience in building and motivating diverse and talented teams.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Required/Desired Foreign Language: French required
Travel Required: up to 50% to remote areas of DRC
