SUMMARY:
Counterpart International is currently seeking a Chief of Party (COP) to support its anticipated 5-year, USAID-funded local governance project in Senegal. The project will build the capacity of local government in improving service delivery at the local level and will improve citizen engagement in good governance. The COP position will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in Senegal. The COP will provide: overall vision and technical leadership; financial and administrative oversight; and day-to-day management of the program. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting to the donor and communications with key stakeholders. This is a full-time position based in Dakar, Senegal. The COP will report to the Regional Director, Africa.
DUTIES AND RESPONSIBILITIES:
• Provide vision, leadership, strategic management and oversight of program implementation.
• Ensure program design integrates Counterpart’s best practices, models and tools from similar projects.
• Manage and provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
• Oversee all administrative, contracting, hiring, recruitment, financial, and logistical aspects of the program.
• Coordinate activities between the field office and Counterpart headquarters.
• Ensure the highest quality of project monitoring, evaluation, reporting, and communications.
• Assume financial accountability and ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
• Provide technical assistance to local government and CSO partners.
• Serve as primary liaison to USAID, local and national governmental authorities, local nongovernmental organizations, community organizations, and other donor organizations.
RequirementsQUALIFICATIONS:
• A Bachelor’s degree in a related field, such as international development, political science, public administration, or public policy; a Master’s degree preferred.
• Minimum of fifteen years of civil society or governance field experience, preferably in Senegal or West Africa.
• Minimum of five years of progressively responsible management experience.
• Demonstrated expertise in two or more of the following areas: local government capacity building, public service delivery (education, health, environment, etc.), multi-stakeholder dialogue, and/or government accountability.
• Commitment to championing social inclusion across programming, such as gender integration and inclusion of women, youth, ethnic and religious minorities, and other marginalized communities.
• Demonstrated experience in strategic planning, training, and team-building.
• Strong multicultural, interpersonal, communication and supervision skills.
• Proven ability to work at the highest levels with government and non-government partners.
• Knowledge of USAID rules and regulations, and previous experience in managing complex USG or bilateral donor-funded projects with sub-grants portfolio strongly preferred.
• Professional level speaking, reading, and writing in English and French is required. Fluency in local languages preferred.
