Chemonics seeks a senior technical advisor to coordinate and support efforts to promote and execute supply chain systems’ strengthening initiatives. The Global Health and Supply Chain – Technical Assistance (GHSC-TA) IDIQ serves the health commodity technical assistance needs of USAID, other U.S. government agencies, partner country governments, NGOs, and other entities across the health sector (e.g., in malaria, family planning, HIV/AIDS, tuberculosis, and maternal and child health). The GHSC-TA IDIQ is a mechanism through which USAID offers global health commodity-related technical assistance in strengthening country supply systems and strategic collaboration to improve the long-term availability of health commodities. The senior technical advisor will be based in Senegal. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Lead the project’s efforts to provide technical assistance to national health programs in the following supply chain areas: quantification and demand planning, registration and importation of U.S. government-delivered health products, use of logistics management information systems, and review and development of supply chain strategic plans
  • Supervise and coordinate the work of logistics and procurement advisors
  • Collaborate with the monitoring and evaluation manager to advance the implementation of the project’s monitoring and evaluation plan and activities
  • Supervise and coordinate the implementation of the activities as described in the work plan
  • Lead and coordinate the development and implementation of a logistics management strategic document and tools at central, regional, and health-facility levels to improve the supply chain system and decision‐making for health commodities
  • Coordinate with the monitoring and evaluation and the logistics and procurement advisors to ensure the availability of data for decision‐making
  • Lead the project’s efforts to assist programs that support Senegal’s Ministry of Health in developing and implementing the national commodities management strategy
  • Lead the project’s efforts to maximize the transfer of skills from the project to programs that support Senegal’s Ministry of Health and any relevant stakeholders to build capacity and sustainability
  • Attend technical meetings and conferences, representing the project to USAID, partners, and programs that support Senegal’s Ministry of Health as well as liaising with partners and stakeholders at the central, regional, and local levels
  • Support the achievement of project goals, and perform other duties as required by the country director

Qualifications:

  • Advanced degree in public policy, health systems, or management-related discipline preferred
  • Authorization to work in Senegal required
  • Minimum of 10 years of experience in public health program management, health systems strengthening, or supply chain management systems, including experience in sub-Saharan Africa
  • Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country context
  • Field experience in Senegal or West Africa
  • Ability to skillfully lead and manage high-performing teams and high-level documentation and technical report development
  • Demonstrated skills in building capacity and transferring knowledge
  • Demonstrated ability to work with cooperating partners, especially government counterparts, in implementing complex programs
  • Demonstrated ability to work effectively within a team; proven diplomatic and public relations skills
  • Ability to communicate clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in French and English required
