Background
The Communication for Development (C4D) section of the UNICEF West and Central Africa Regional Office (WCARO) provides oversight, quality assurance, technical assistance and knowledge management to country offices in the field of communication for social and behaviour change for child survival, development, education and protection. The region is extremely complex, diverse and bears a disproportionate share of the global burden of key child rights deprivations.
In the last decades, countries have implemented a range of cost-effective and high impact interventions to ensure child wellbeing, promote gender equality and foster local development. While these interventions provide results, they are often not enough for long-term sustained impact. (See details in the attached TORs)

Objectives
General objective: Contribute to improved capacity of UNICEF COs, Governments, Communities and partners to design and implement effective, socially relevant and multisectoral community engagement mechanisms and platforms in support to WCAR’s Key Results for Children.
Specific objectives:
In line with the Global Community Engagement Standards, provide technical support to WCAR UNICEF Country Offices, development partners and national governments in the design and implementation of multisectoral Community Engagement approaches and plans aimed at strengthening community participation and social accountability
Scope of work
Under the general guidance of the Regional Adviser, Communication for Development; the supervision of the C4D Specialist; and in close collaboration with the regional CFC team and CO’s C4D and sectoral programmes’ specialists, the incumbent is responsible for assisting WCARO and selected UNICEF Country Offices in WCAR:
The incumbent is expected to use the existing Community-Based Approaches package as a basis for providing support to countries, and to deliver an updated version of it based on lessons learned from the country adaptations and the support provided to countries (see specific objective 2). Therefore, the update of the package will take pace through an iterative process that uses inputs from country missions to define shifts and additional contents. Current orientations for the development of the package include:
Adding guidance on planning for community engagement at scale, including on decentralized budgeting, decentralised governance systems and development plans, multisectoral coordination mechanisms and institutional anchorage of multisectoral mechanisms and platforms, capacity reinforcement of systems for the delivery of community engagement, and M&E of community engagement.
Technical support to up to 7 WCAR UNICEF Country Offices, development partners and national governments in the design and implementation of multisectoral Community Engagement approaches and plans.
The incumbent will be responsible for assisting countries in revising their community engagement approaches to ensure that platforms, mechanisms and processes:
Support will be provided by a mix of in-country missions and remote follow-up. In-country missions (1 per country) have an estimated length of 3 weeks. The below domains of technical support to countries are based on key standard steps. However, concrete scope of the support will be based on country specific needs. The domains are:

Timing
The consultancy is planned for 196 working days over a period of 10 months, with estimated start on July 1st, 2019 and end on April 31st, 2020.
Reporting Requirements
The consultant will report to the C4D Specialist and will work in close collaboration with the Regional CFC team, WCARO.
The consultant will provide to the supervisor bi-monthly progress reports, final consultancy report, missions reports, as well as any other documentation generated through her/his assistance to countries.
Administrative Issues
This assignment is partly home-based (total estimated 56 working days), UNICEF Regional office-based (Dakar, total estimated 10 working days), and also includes 7 in-country missions to countries to be determined (estimated 130 days). Main potential countries include Chad, DRC, The Gambia, Liberia, Guinea, Mali, Niger, and Togo. Estimated length of in-country missions is 3 weeks. Two trips to Dakar for coordinating work with WCARO team are expected to take place between in-country missions, based on travel plans.
The consultant will be expected to adhere to the agreed timelines. The consultant should be able and willing to travel to any of the selected countries for the purposes of this assignment.
Consultant is supposed to use his own laptop, while office space will be provided by the UNICEF while in Senegal or other countries.

To qualify as an advocate for every child you will have
EDUCATION:
Advanced university degree in communication for social and behaviour change, social/behavioural sciences (Sociology, Anthropology, Psychology, community-based development, Health Education…) with emphasis on community engagement, strategic communication planning, social mobilization, participatory research, training and evaluation of communication interventions.
WORK EXPERIENCE:
Computer and various office applications skills.
LANGUAGES:
Fluency in French and English required. Knowledge of Portuguese or Spanish will be an asset
