Senegal: Regional Head of Programme

The Danish Refugee Council is looking for a Regional Head of Programme for Dakar, Senegal.

Overall purpose of the role:

This role has a regional focus and ensures compliance to DRC procedures and guidelines within the whole regional area. The role leads the development of regional strategies, which are translated into country plans and/or day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing activities with regional scope.

West Africa regional strategy for 2020-2023 puts a strong emphasis on resilience, innovation, durable solutions, evidence-based programming and partnerships. The role will be key in achieving these objectives.

In order to be successful in this role, managerial skills and proven leadership abilities are paramount.

Responsibilities:

  • People Management
  • Lead and manage the regional program staff (including people planning, performance, well-being and development)
  • Develop and enhance cross sector synergies amongst the program team and ensure fluidity and regularity of regional and country communications
  • Technically manage country HoPs.
  • Project management and development
  • Promote and support countries in undertaking and mainstreaming accountability measures within their operations
  • Lead the development of regional program strategy and identify opportunities for regional new projects and cross border initiatives
  • Contribute to the planning and development of concept papers, budgets and project proposals at country level
  • Initiate or contribute to strategic assessments for emergency or longer-term programming in existing or new project locations
  • Ensure achievement of the regional strategic objectives and develop sector synergies and partnerships
  • Proactively support quality programming and promote innovation and evidence based initiatives and programming
  • External relations
  • Increase the visibility and credibility of DRC’s program in the region and maintain close relations with all relevant stakeholders including donors
  • Develop regular external reports on programme activities, policy matters and external relations

Key stakeholders:

· DRC/DDG HQ

· Regional Office staff

· Country Office staff

· Regional and country authorities, civil society, research institute, NGOs, donors…

Experience and technical competencies required for the role:

· Minimum of 7 years of experience working in humanitarian or development settings

· At least 4 years' experience with people management

· Experience in managing program operations, including at country senior management level

· Proven leadership skills and a competence in people management

· Political and cultural sensitivity with qualities of patience, tact, diplomacy and persistency

· Strong experience of donor liaison, fund raising, networking, advocacy and coordination

· Willingness to travel within the West Africa region

Education:

Master degree or PHD in social sciences or other relevant field.

Languages:

· Fluency in French is mandatory.

· English is mandatory
