In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union and of the EU Civil Protection activities in Central, West and North Africa, the expert will be appointed as Technical Assistant (TA) to the post of Thematic Expert in Education in emergencies by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO).
In liaison with the DG ECHO Regional office in Senegal and the concerned country offices of the region, the expert contributes to the assessment of the humanitarian situation and to the needs estimate of the affected populations in Education in Emergencies. He/she monitors DG ECHO funded programs in Education in Emergencies with a view to establishing a strategic approach to the sector in the given crisis. He/she also supports DG ECHO in the development, dissemination and implementation of this thematic policy, and practices throughout DG ECHO field activities. This role is carried out in close coordination with the thematic and geographic units at Headquarters and under the guidance of the Head of the Regional Office and in collaboration with the Heads of Offices of the concerned geographical area.
He/she is required to carry out regular field missions. At the request of DG ECHO Headquarters, the expert may also be called upon to carry out missions linked to his/her specific responsibilities to other regions or to Brussels, and should be prepared to react to current or evolving crisis in any other region in the world.
Assignment’ scope:
The main humanitarian issues in the concerned regions are the consequences of on-going armed conflicts impacting multiple countries (Mali crisis, Lake Chad Basin crisis, Central Africa crisis) and causing large-scale displacement of populations, and recurrent shocks in the Sahel region affecting the food and nutrition security of large groups of highly vulnerable populations. DG ECHO funding in these regions covers three main operational lines: (i) responding to humanitarian needs as consequences of armed conflicts, (ii) appropriate response to food and nutrition crisis and (iii) enhancing capacities to prepare and respond to disasters. Education in emergencies responses will need to focus on, among others, problems of access, out-of-school children, weak systemic and response capacities, protection concerns, including the protection of education. Education in Emergencies responses are advised to embrace an inter-sectoral approach.
The expert is based in DG ECHO's Regional Office in Dakar. The Regional Office is providing support to four country offices (Mali, Burkina Faso, Niger and Algeria, including Libya) and 2 antennas (Mauritania and Tunisia). It is also acting as a country office for all Coastal West Africa countries. For the Central Africa region, the expert works in close cooperation with DG ECHO’s Regional Office in Yaounde that provides support to country offices in Nigeria, Chad, Cameroon and the Central African Republic.
Requirements and assets:
General DG ECHO’s language requirements: mastering of at least 2 languages: English or French as 1st language; French, English, Spanish, Arabic or Russian as 2nd language. For the present position, a very good command of English and French is compulsory.
Requirements:
The candidate must have at least:
5 years' experience in the domain of Education in Emergencies
3 years of experience in delivering humanitarian assistance, of which 2 outside EU, industrialized country and country of origin.
Assets :
Experience in the domain of “Protection and Gender”
Experience in the domains of “Resilience” and “Basic needs framework for integrated programming”
Previous working experience in Africa
