Context:
Under the overall supervision of the Chief of Mission, with the thematic support of the Regional Specialist on Migrant Assistance, and the direct supervision of the Migrant Assistance and Reintegration Project Manager, the successful candidate is responsible for coordinating and implementing migrant assistance and protection activities in the country. Activities will be carried out in coordination with the United Nations Agencies, coordinated humanitarian strategies and government counterparts.
Core Functions / Responsibilities:
Support the Project Manager in the implementation of the activities required for the successful completion of the project, following closely the donor(s) requirements and the directions of the Project Manager.
Assist in the coordination with relevant actors, including technical working groups.
Support and monitor the implementation of activities against results matrix, procurement and budget expenditure plans and discuss findings with the supervisor to address any associated risks to minimize gaps and maximize effective utilization of project resources.
Draft portions of interim/final narrative and financial reports in cooperation with relevant units in the IOM Country Office and maintain smooth communication with relevant donors and other relevant counterparts;
Liaise effectively with all the relevant stakeholders. Draft and submit regular progress reports to the Programme Manager indicating progress, constrains and requirements for project completion. Ensure that project data and information is archived and shared appropriately;
Support the Project Manager by providing timely information and insight, to maintain strong partnerships and timely liaison with government, non-government, private sector, international development organizations, the United Nations (UN) System and donors;
Provide necessary information and documentation for the preparation of project proposals for IOM Senegal to contact potential donors;
Undertake regular field/site visits to areas of operation to provide information and support with respect to compliance, quality implementation and partner liaison in accordance with IOM’s approach and strategy;
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Previous work experience in project support and coordination;
• Experience working with specialized international agencies (UN Agencies, International
Organizations, and International NGOs) preferable;
• Experience in project development, management and monitoring and evaluation an asset;
• Ability to guide and supervise staff and coordinate administrative matters;
• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Wolof, Portuguese, any local languages of West Africa, and/or Spanish is an advantage.
