NRC’s Central and West Africa Regional Office (CWARO) located in Dakar, Senegal is quite a recent regional office. It was moved from Oslo, Norway to Dakar, Senegal in March 2018 and started being operational in the summer of 2018.CWARO is overseeing the country programmers in the CWA region, and provides strategic guidance across core programme, advocacy and support functions. The CWA region is composed of Country Offices in Mali, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), North-east Nigeria, Cameroon and a new country office in Niger and Burkina Faso. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements numbers due to conflict.Displacement across the region is fluid and complex. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to reach their place of origin. An increasing number of people across the region live in protracted displacement, and are dependent on humanitarian assistance for survival.
The Regional Protection Adviser will assume the overall responsibility for the development of the regional protection strategy and growth of the overall core competency programme in the region.
He/She reports to the Regional Programme Director
Duties and responsibilities
Compliance and adherence to NRC policies, guidance and procedures
Provide strategic advice and technical support to the Country Offices in the region on protection or cross-cutting issues
Support Country Offices in the region to analyze protection needs and gaps and design appropriate responses
Support the development of country/regional protection strategies and implementation plans, including review of MLFA
Support and monitor country programme compliance with the Programme Policy and respective quality assurances
Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
Ensure that best practices are identified, documented and disseminated both within the region and beyond
Provide capacity development across Country Offices in the region and the Regional Office
Identify and develop regional advocacy issues related to the core competency and relevant cross cutting issues
Contribute to global programme development projects and manage regional programme development projects
Qualifications
Minimum 5 years’ experience relevant professional experience as a manager within the humanitarian field, including experience of working as a technical adviser
Experience from working in complex and volatile contexts
Documented/proven results related to the position’s responsibilities
Fluency in French and English, both written and verbal
Experience in Protection in Emergencies and/or Integrated Protection Programming
Previous experience working in West and Central Africa preferred

Contract period: 12 months.
Salary/Benefits: According to NRC's Salary scale and terms & conditions.
Duty Station: Dakar with 40% travels within the region.
Grade: 9 in NRC's grade structure.
