Project Discription:
The German Government intends to support selected target countries (at present Ivory Coast, Egypt, Ethiopia, Ghana, Morocco, Senegal, Rwanda and Tunisia) in their efforts to improve their economic frameworks and investment climate in order to promote sustainable long-term investments and create additional formal jobs in the private sector. For this purpose, it is intended to establish a dedicated cross-country Financing Facility to address the main challenges preventing such investments.
Via Calls for Proposal the Facility will provide financial support (grants) for direct (SME) and indirect (Cluster, Business Environment) job creation at country level. Addressed will be hurdles and gaps in the “public domain” which form obstacles to all or many enterprises in the specific thematic window. The funding will likely have to be linked to investments in combination with substantial own contributions and be accompanied by Project Preparation measures for implementation as needed.
Job Description:
The Country Procurement officer will be part of the GFA country offices in one of the countries mentioned above. The focus will be
achieving a fast and efficient identification and implementation of projects according to the objectives and rules of the Facility
Identify and fully understand the details and conditions of the best procurement methods to be used for maximized competitive bidding process through pre-qualification exercise, i.e. Call for Expression of Interest or Request for Information.
Assist in the launch of Request for Quotations, Requests for Proposals and Invitation to Bid inviting vendors to submit their quotations/prices or proposals based on the nature of the requirements and cost of procurement involved.
align donor regulations with local procurement regulations and provide clarifications and advice on donors procurement procedures and practices;
Qualifications:
Each of the Country Procurement officers should fulfill the following requirements:
Master Degree in civil engineering / economics / law or similar fields
Minimum of 7 years work experience
Proven track record of working experience in procurement positions
Experience in procurement including setting-up a structure for call for proposal, proposal evaluation and monitoring of awarded contracts.
Knowledge working with IT procurement systems
Experience with all aspects of the procurement cycle
Working experience in the respective target country
Residence and work permit in the respective country
Proven track record in working in internationally funded programs
Highly proficient in spoken and written French (in francophone countries) and English
Very good communications skills
