EMERGENCY Food Security and vulnerable LIVELIHOODS (EFSVL), Level 2
WEST AFRICA

REPORTS TO: Regional Humanitarian Coordinator
DEPARTMENT: Regional Program Department (line), Humanitarian Response Department (matrix)
FIXE TERM: One (1) year (possibility of extension)
LOCATION: West Africa Regional Office (WARO) - Dakar, Senegal

PURPOSE OF POSITION: To provide management oversight to Oxfam Food Security and Livelihoods programming in WARO. The EFSL Officer will be in charge of related portfolio of activities and initiatives, with a particular focus on Senegal, The Gambia and Guinea Bissau.
COORDINATES WITH: Humanitarian Program Officer, WASH Officer, Logistics Officer, HRD technical team, Oxfam International and Oxfam Affiliates, local authorities, partners, communities, and various vendors and consultants

Role, Responsibilities and Accountabilities

  • Provides operational and strategic leadership of Oxfam’s EFSVL program, coordinating planning, implementation, monitoring and evaluation. Leads on program quality at country/regional level to ensure that Oxfam EFSVL activities meet Oxfam and international humanitarian standards.
  • Accountable to the Regional Humanitarian Program Coordinator and Humanitarian Response Department for the delivery, effective management and monitoring, evaluation and learning of the EFSVL program. Line manages the EFSVL program team. Is under line management of the Regional Humanitarian Coordinator.
  • Designs, plans and leads the EFSVL needs assessment, including assessment and analysis of markets, as part of a multi-sector program assessment. Works with teams that include Oxfam and partner staff, together with or in coordination with other agency staff as appropriate.
  • Plans and designs EFSVL programs and response strategies.
  • Implements programs in Oxfam’s core thematic areas of EFSVL: cash transfer programs, agriculture (crops and livestock), and food aid. Plans and implements interventions that utilize and support markets.
  • Incorporates gender and diversity issues consistently across the EFSVL program, paying special attention to gender across all components of the program including gender analysis, gender equality, promotion and protection of human rights, empowerment of women and girls, and gender balance of staff.
  • Develops log frames and robust MEAL systems for EFSVL programs with clear indicators of success, adapting the program to the M&E carried out. Puts in place accountability mechanisms.
  • Contributes to and articulates policy and strategy, incorporating broader organizational policy/advocacy issues into program design and planning.
  • Represents Oxfam in both affiliate and international technical Working Groups or other Forums relevant to Food security and Livelihoods
  • On HR, analyzes resourcing needs of Oxfam and partners, developing staff structure and contributing to rapid decisions on resource allocations in a context of limited resources. Manages EFSVL staff in country whether directly or indirectly (matrix-manage). Supports partners to determine staffing needs and hire qualified EFSVL staff.
  • On Finance, develops the overall EFSVL program budget in line with assessment findings. Advises on partner budget management of EFSVL program.
  • Manages EFSVL partner relationships, assessing capacities and leading EFSVL capacity building, developing flexible modalities for working with technical partners according to their capacity and experience.
  • Plans and designs recovery food security and livelihoods activities that build resilience and are linked with long-term development. Leads the design, management, and communication of a responsible exit strategy.
  • Holds the internal EFSVL coordination influencing and leading the delivery of EFSVL strategy at international and organizational level. Represents Oxfam externally and takes lead on inter-agency coordination within EFSVL networks.
    QUALIFICATIONS

Education and core competencies

  • A minimum of first degree in development studies, economics, economics, agriculture or related discipline is required. A master’s degree preferred.
  • Minimum of 5 years field experience in a similar position in development and/or humanitarian programs in developing nations, preferably with non-governmental organizations;
  • Fluency in French is required. Working knowledge of English is desirable.
    Skills and experience
  • Proven and substantial humanitarian management experience in leading teams, and ensuring the delivery, of EFSVL program strategy, either through partners or directly, in one or more challenging locations.
  • Proven analytical skills and ability to think strategically, including the capacity to analyze the humanitarian EFSVL context and and propose new interventions and changes in the program and advocacy.
  • Proven knowledge and capacity to train others in at least two of the following key analytical tools: Sustainable Livelihoods Approach (SLA), Household economy approach (HEA), Emergency Market Mapping and Analysis (EMMA), nutrition surveys, Integrated Food security Phase Classification (IPC).
  • Experience designing and implementing Cash Transfer Programs in emergencies.
  • Experience assessing and analyzing markets in emergencies and knowledge of market support interventions.
  • Experience designing and implementing programs in at least two of the following thematic areas: agricultural support (crops), livestock support, food aid, social protection, and/or nutrition.
  • Knowledge of SPHERE and other recognized humanitarian standards and principles that relate to EFSVL programs. Ability to ensure that program objectives and activities uphold key national and international frameworks, codes, and Oxfam commitments and expectations.
  • An active commitment to promoting gender equity and the interests of people affected by disasters in all aspects of the organization’s work. Experience applying gender analysis and accountability standards in designing programs for women, girls, boys, and men affected by crises. Ability to communicate gender and accountability principles and influence others to apply them.
  • Financial management skills to steer the operational budget.
  • Experience on humanitarian fundraising and humanitarian donor reporting
  • Good level of IT literacy and an understanding of how new developments in technology can positively contribute to the aims of an INGO.Behavioral Competencies

  • Leadership in humanitarian response (Awareness of your own skills and how they can complement those of others; demonstrate initiative, ingenuity, and tenacity in achieving solutions to fulfill objectives and motivate others to do the same; communicate humanitarian values and motivate others towards them)
  • The incumbent will stay abreast of professional standards, trends and issues affecting this set of responsibilities, demonstrating continuous learning of the field in line with Oxfam America’s mission.
  • S/he will work effectively and collaboratively to build a team-based culture of work, treating all persons with dignity and respect, and will be familiar with and committed to Oxfam America mission and goals
