I- Senior Manager for Program Design and Quality

The Senior Manager for Program Design and Quality shares has the overall responsibility for the direction and coordination of the Country Office program. As a member of the Senior Management Team (SMT) in Senegal, he is responsible for overseeing the development of strategic planning, high quality and innovative programs that deliver immediate and lasting change for children. S/He will oversee the MEAL team and ensuring reports meet donor requirements, are submitted on time and work as well with the Awards Management team to ensure that both financial and narrative are compliant to donor requirements.

He/she will be responsible for the following main tasks :

• Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance;

• Help establish, maintain, and improve active and regular working relationships with: Senegal government authorities, partner agencies including humanitarian and development donors, and local and international NGOs

• Ensure Senegal Country Office complies with all Save the Children Essential Standards and Standard Operating Procedures

• Take a lead role in developing program strategies and annual plans ensuring coordination of all technical input to country strategy, proposals and reports

• Lead on conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach children

• Oversee the development and implementation of Save the Children in Senegal fundraising strategy

• Identify and nurture possible funding sources, including current and potential traditional and private donors

• Identify and nurture strategic partnerships with key stakeholders for all current and potential thematic areas of Save the Children in Senegal

• Ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children's global strategy and strengthens local and national capacity to deliver for children

• Oversee all new opportunities, concept notes and proposals through to sign off

• Build the capacity of staff and ensure systems and processes are in place to deliver high quality concept notes and proposals.

• Ensure that programs are relevant to children in Senegal and to the global program and advocacy objectives of the Save the Children members

• Oversee the development of an advocacy strategy for the Senegal Country Office

• Support the Director of Program Operations in the implementation and monitoring of all longer term technical goals, objectives and policies

• Ensure that technical staff and advisors provide input into proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant CO departments/functions

• Maintain a robust M&E system to measure achievement and progress toward program goals and results

• Ensure compliance with Essential Standards for MEAL;

Qualifications, experience and attributes :

•Master’s degree in Social Sciences, in an area of social development

• A minimum of Five years management experience in a corporate or an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies

• Recognized leadership role in relevant technical areas at both field and country level

• A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues

• Solid experience of developing and managing monitoring and learning systems

• Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working

• Credibility to lobby, influence and represent Save the Children at all levels

• Resource management, training , capacity building, coaching, and mentoring skills

•Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

•Fluency in written and spoken French and English
