The NRC Central and West Africa region is composed of country offices in Burkina Faso/Niger, Cameroon, Central African Republic, Democratic Republic of the Congo, Mali, and Nigeria. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict. Aid workers continue to be affected by security incidents across the region. Shrinking humanitarian space also places aid workers at a greater risk. COVID-19 has produced additional challenges in terms of medical evacuations in an already complex context. The expansion of NSAG and challenged application of International Humanitarian Law by state security forces contributes to risks faced by communities as well as NRC’s staff.

The Central and West Africa Regional Office (CWARO) oversees the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.

The purpose of this Regional HR Adviser position is to support the region and countries with HR support but with a thematic focus also on capacity building and talent management.

Roles and Responsibilities

  1. Compliance and adherence to NRC policies, guidance and procedures
  2. Provide strategic advice and technical support to the Country Offices in the region on HR.
  3. Support and monitor compliance with the HR handbooks and NRC policies, and respective quality assurances
  4. Provide control checks to the COs to ensure compliance to the HR handbook, pre-agreed through travel visits to the country offices.
  5. Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
  6. Provide advice and technical support on HR related matters to the countries HR and management teams within the country offices of the region
  7. Responsible for capacity building of HR Managers in country offices
  8. Responsible for planning and conducting HR briefings and HR debriefings/exit interviews for international staff and senior national staff above the Coordinator level in covered COs
  9. Ensure relevant HR processes have been completed prior to recruitment (eg updated job design and job descriptions, agreed grading and comps and bens for the position)
  10. Support CDs and the Regional Office with personnel cases incl. termination of contracts
  11. Act as focal point in the region on Learning & Development and support the development and implementation of COs L&D policies & training plans as well as support COs as a co-facilitator for trainings
  12. Responsible for monitoring & reporting on regional L&D activities and initiatives (triannual compiled training statistics, etc.), with a specific focus on NRC’s mandatory trainings

Qualifications

  • Minimum 3 years of experience from working as Manager/Adviser in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Previous experience in L&D or talent management of at least 2 years
  • Strong HR technical knowledge
  • Previous experience in an HR support/advisory roles ideally within the humanitarian sector
  • Knowledge of the context of Central and West Africa region

What we Offer

12 months of full-time contract

Grade: 9 in NRC's grade structure

Senegalese national terms and conditions apply.

Duty station: Dakar, Senegal with 30% travel to the field

Start Date: Mid May 2021
