Senegal: Parent and Community Engagement Specialist

Background

Position Description

Plan is seeking applicants for a proposed Community Mobilization Specialist for an anticipated $65-$74 million 5-year project under the USAID All Children Reading IDIQ in Senegal. The Parent and Community Engagement Specialist will support all activities supporting community mobilization strategies and guidelines for school community engagement in support of early grade reading interventions, with a focus on engaging parents. This position is for an upcoming solicitation and is contingent upon award and approval by the donor.

Responsibilities

  • Oversee development of technical guideline for working with CSOs and community based school management structures
  • Oversee development and implementation of technical assistance package to strengthen community-based school management structures, local government staff and CSOs to develop and implement School Improvement Plans and other strategies to promote education access and quality
  • Lead the team to develop and introduce tools that parents and community groups can use to assess their children’s progress in the 3Rs.
  • Ensure the timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines.
  • Support the development and implementation of a technical assistance package to strengthen community-based school management structures, local government staff and CSOs Liaise and coordinate with other related projects and activities ongoing in Senegal including Plan’s ongoing programs.
  • Ensure Plan’s Child Protection Policy and Guidelines are adhered to during project implementation

Key Qualifications and Skills

  • Bachelor’s degree in education, social work, international development or a related field; Master’s Degree strongly preferred.
  • Experience in senior technical roles of USAID-funded grants and/or contracts strongly preferred;
  • At least 5 years of experience providing community mobilization direction and capacity building for improved educational outcomes.
  • Experience designing and leading capacity building strategies for CSOs and community-based organizations
  • Experience in early grade reading or community literacy preferred
  • Experience with Social and Behavior Change Communication (SBCC) methodology preferred
  • Experience with ICT interventions preferred
  • Computer skills and mastery of Microsoft Office suite, especially Word and Excel
  • Oral fluency in English and Wolof, and excellent report writing skills in English is a must.
