Contract length: 4 months
The role
The selected candidate will work under the supervision of the Regional Head of Logistics and Regional Supply Chain Manager to develop a Library of Tender Packages Templates for the main identified markets segments of Save the Children in the Region.
He will also be in charge to prepare and lead the review of few regional tender processes to identify regional suppliers for a restricted amount of market segments with the aim of signing regional Frame Work Agreements (FWA).
The selected candidate will be able to produce by the end of the consultancy a library of templates for Tenders, including all documentation from the tender invitation to a draft contract, focusing on the main market segments such as rental services, office supplies and consumables, accommodation; among others.
The templates should be produced in a way that the documents are driving the end user in adapting the standard templates to the specific needs of each procurement process in different contexts. The templates should be including specific conditions for setting up Preferred Suppliers Lists and FWAs.
A second deliverable would be to have prepared, opened and managed the bids analysis for few International Open Tenders with a regional scope, focusing in selecting regional key suppliers for specific market segments such as Fuel and Lubricants and GPS tracking system for vehicles, among others.
Qualifications and experience
The candidate has an extensive experience in international and local procurement and contracting. Has been working in contract negotiation with international suppliers for high volumes (1M+ USD).
He/she has a knowledge of the markets situation in the West and Central Africa region, including the main challenges and see the value for regional perspective to procurement. Has a basic legal comprehension allowing him/her to proper deal with SCI legal department on defining clauses
He/she is motivated, dynamic, focused on details and well organized. He/she needs to be able to self-organize his time in a productive way, and need limit supervision.
He/she is able to keep productive communication with selected stakeholders in specific countries, selected for the review and improvements of the Tender Package documentation.
