SUMMARY:
Counterpart International is currently seeking a Senior Financial Manager to manage the financial, administrative, and human resource components of the anticipated 5 year USAID-funded Governance for Local Development (GOLD) project in Senegal. The Senior Financial Manager will also be responsible for coordinating financial, administrative, and personnel activities across the project which will operate in Kolda, Sedhiou, Kedougou, and Tambacounda. Applicants must have extensive experience in financial management, accountability, auditing, and working with international donors such as USAID. Applicants must be proficient in English and have some French language ability. National candidates are encouraged to apply. This is a full time position based in Dakar, Senegal. This position will report to Chief of Party.
DUTIES AND RESPONSIBILITIES:
• Establish financial management systems, procedures and controls and review them on a regular basis to ensure compliance, transparency and effective utilization of resources.
• Manage program budget and oversee all financial disbursements and procurement ensuring compliance with US government regulations and Counterpart policies.
• Supervise day-to-day operations of the finance team, mentoring and building their capacity.
• Assess capacity building needs and provide training and technical assistance in financial management to local sub-grantees.
• Monitor program burn rate and support the development of pipelines, burn trackers, accruals and spending projections.
• Prepare and ensure timely submission of all financial reports, records, files and cash requests to Counterpart headquarters.
• Collaborate with the Country Directors, COPs, and HQ programs and HR teams to ensure that HR systems, including policies and procedures are developed, continually monitored and updated, and are compliant with local laws and HQ policies
• Work with HQ Programs and HR teams to maintain and disseminate the HR manual and support staff with all their HR needs including benefits administration, leave scheduling, timesheets, etc.
• Support the hiring managers with all the recruiting needs following the recruiting lifecycle and company recruiting procedures.
• Calculate and pay employee salaries and taxes and other tax reporting.

RequirementsQUALIFICATIONS:
Required:
• A minimum of a university degree in finance, business administration, or a related field
• Seven (7) years minimum of work experience in financial management, with experience and knowledge of international donors
• Experience managing human resources and staffing policies
• Ability to mentor and develop direct reports
• Knowledge of Senegalese context including human resource rules and regulations and local labor laws and of local financial systems
• Familiarity with sub-grants management a plus
• Knowledge of MS Word, Excel, and Quickbooks accounting software
• Excellent organizational, analytical, oral and written communications skills
• Demonstrated supervisory and leadership skills, ability to work well in a team environment
• Proficiency in written and spoken English and minimum of basic working knowledge of French
Preferred:
• Individuals who have current authorization to work in Senegal are strongly preferred.
