Scope of Work:
The Senegal CPF will aim at formulating planned in-country results aligning GGGI's Strategic Plan, service offerings and comparative advantage to national priorities outlined in the Senegal Emergent Plan 2035, the Priority Action Plans and the Sustainable Development Strategy. The activities for developing the CPF will fall into five main stages, each of them building on the previous analysis.
0: Detailed Workplan: The Consultant shall draft a detailed work plan, which shall describe the proposed strategy for project completion. This shall be submitted to the Country Representative for approval.
1: Desk review, secondary data collection and analysis and framing the discussion: The first step for the CPF formulation is to identify and define the problem and relevant associated stakeholders, including a donor mapping exercise, taking into account GGGI mandated areas as well as government priorities as per indicated in key policy documents below and others:
- Plan Senegal Emergent 2035
- Priority Action Plans
- National Sustainable Development Strategy
- Sustainable Development Goals (SDG)
- Nationally Determined Contribution (NDC)
- GGGI's Strategic Plan 2015-2020
- GGGI's Biennium Planning Direction and Budget Framework 2017-2018
The Consultant shall review and assist in developing stakeholder assessment, including a preliminary situation analysis and problem tree analyses.
2: CPF dissemination and preparatory meetings: This step will involve carrying out CPF familiarization and preparatory meetings to engage country strategy partners and relevant stakeholders effectively. Through a series of sectoral and expert consultative meetings, the aim is to further the understanding of causes and effects to develop the problem trees in the pre-identified target areas. Stakeholders contacted will include among others:
- Ministry of Environment and Sustainable Development
- Ministry of Economics, Finance and Planning
- Ministry of Urbanism
- Ministry of Energy
- Key Development Partners (such as as GIZ, UNDP, USAID, ADB, World Bank, AfDB, UN Habitat and others)
- Other relevant agencies and stakeholders
3: Developing the draft priority options for GGGI. Prepare a zero draft based on preliminary development partners mapping, problem tree analysis (by thematic area) and draft priority options that will frame a high-quality and technical workshop. The zero draft would be prepared and contextualized based on an initial template that will be provided (see Annex II). This draft should also be shared internally with GGGI HQ, and comments should be incorporated from internal stakeholders.
4: Stakeholder workshop: Information collected in steps 1) to 3) above will be consolidated and refined as an input for the workshop. The workshop format will be agreed with GGGI and government partners but could take place over a day, combining sessions with stakeholders and internal working sessions of the GGGI team.
5: Drafting final CPF document and obtaining final approval: Based on the results from activities 1) - 4) above, produce a draft of the CPF document for review and approval by GGGI Management Team. The comments and revisions required from internal stakeholders should be incorporated into a full and final draft for submission to government for formal endorsement
