Humanitarian Programme Manager / Team leader
ROLES
Save the Children's origins lie in emergency response, and this has remained central to our work ever since. Our approach integrates our emergency and development work, through the medium of our country programmes. With the increasing frequency and severity of emergencies world-wide the organisation is increasing its capacity to support programmes in both sudden onset and chronic emergency situations. To date, In West and Central Africa, our emergency responses are principally in DRC, Niger, Nigeria and Mali. We intervenes in Health & Nutrition , Child Protection , food security and when possible in Education in emergency.
The Country Programme Humanitarian Programme Manager/Team Leader is a senior role which will lead Save the Children's emergency response. Our responses are large size and growing. It operates in a highly dynamic and sensitive context. The post holder will play a leading role in representation and inter-agency coordination, as well as guiding the response strategy, ensuring quality programming and overall safety and security of staff.
QUALIFICATIONS
- Prior experience of working within a programme management role within a complex country programme in an emergency response or fragile state
- Previous first phase emergency response experience
- Education to Masters level in a relevant subject, or equivalent field experience
- Minimum five years field experience of humanitarian project management and programme coordination, implementing programmes within donor constraints, on time and within budget
- Strong budget and grant management experience, preferably managing multiple funding sources across a multi-sector programme (including experience of managing major institutional donors such as DfiD, ECHO, USAID)
- Specific experience of managing transitional/recovery progammes as well as first phase humanitarian responses
- Experience of and commitment to working through systems of community participation and accountability
- Demonstrable experience in security management at field level
- Demonstrated monitoring and evaluation skills
- Ability to work both in an advisory and a hands on implementation capacity
- Experience of representation and ability to represent SC effectively in external forums
- Experience of preparing successful funding proposals for donors
- Ability to write clear and well-argued assessment and project reports
- Excellent communication skills
- Strong influencing skills and experience in advocacy
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Fluent in written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
- Specific experience of designing and managing ECHO, USAID e.t.c projects

ESSENTIAL
