Purpose of the Assignment

The main objective of the consultancy is to provide support to the UNICEF regional Office on the specific domain of work, related to advocacy and close work with Parliamentarians, civil society and media for the benefit of nutrition. This includes two areas of responsibility: the upcoming UNICEF/ Inter Parliamentarian Union (IPU) Advocacy meeting in Burkina, and a consultative meeting with Parliamentarians, Budget and Finances managers and medias.

Assignment Tasks and Expected Deliverables

The consultancy will be for 6.5 months (10 working days per month). Activities are estimated to start by 10th June and be completed by 15 December 2017

Upcoming UNICEF/ Inter Parliamentarian Union Advocacy meeting in Burkina

· Prepare documents and presentation required for the meeting with parliamentarians

· Establish networks with parliamentarians/media and engage discussion with parliamentarians so as to stimulate and create engagement to adopt at least 2 commitments by at least 3 participating countries

· Work with these parliamentarians to prepare a draft action plan, to be discussed with the UNICEF country office and partners and adopted with estimated budget

· Follow up the implementation in the countries

· Document the experience of parliamentarians' contribution

· Presentation for the meeting with parliamentarians

· Report on the parliamentarian meeting

· Draft action plan, to be discussed with the UNICEF country office and partners

· Documentation on the experience of parliamentarians' contribution

· Report on the in country work with parliamentarian related to the action plans

Qualifications of Successful Candidate

Education

  • Advanced University degree in political science, communication, international development, cooperation, law or sociology studies, or other related field;
  • Years of relevant experience

  • At least 5 years of professional experience in the field of nutrition, with relevant working experience with Parliamentarians, civil society organizations and medias in Africa, and specifically in West and Central Africa
  • Good understanding of policy environment in countries in the West and Central Africa region
  • Good knowledge of malnutrition concerns in sub-Saharan Africa
  • Experience in public speaking
  • Proven ability to exercise analytical and conceptual thinking
  • Proven skills in communication, networking, advocacy, and negotiation
  • Good experience in workshop organization and report writing
  • Ability to express clearly and concisely ideas and concepts in written and oral form;
  • Working experience with UN Agencies and Regional Institutions, especially UNICEF will be an asset
  • Fluency in French and English
  • Priority will be given to Senegalese nationals
