CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Household Economic Analysis is a methodology developed by Save the Children UK in 1990s for assessment of household level income, including in kind, and expenditures. It has been used across Africa to provide timely and high quality data to inform early warning systems and humanitarian planning. The Regional Household Economy Analysis (HEA) Sahel Programme, managed since 2010 by Save the Children with partners Oxfam and ACF, is at a historic juncture: HEA is widely respected, and institutionalization of HEA within the cadre harmonize (used around the West Africa region)and within early systems is the major focus; looking forward, Save the Children and partners will drive institutionalization and seek to assess new uses of HEA to better inform food security and nutrition governance in the region.

The Regional Head of Unit will provide strategic leadership of a regional team and programme, representing the potential for HEA to national and multi-lateral government counterparts, civil society partners, and donors; ensure appropriate resource mobilization, and oversee potentially multiple regional projects related to Household Economy Analysis and the institutionalization in the cadre harmonize implemented in consortium with key partners around West and Central Africa. The Regional Head of HEA Unit manages a team of 5 (with potential to expand) and supervises the HEA Sahel Programme (currently funded by OFDA and AGRYHMET).

This is a multi-dimensional role that requires multi-tasking across a wide range of responsibilities in support of program delivery in West Africa. The Head of Unit will ensure that partners and Save the Children Country Offices meet program quality standards, deliver on time and on budget, and provide excellent technical support to regional governments and other stakeholders on the HEA and cadre harmonize processes. The ultimate objective.

Contract Length: 11 months

Qualifications and Experience

  • Master degree in nutrition, FSL, economics or related, or equivalent applicable experience;

Essential

  • Significant management experience at a senior programme level
  • Strong background on OFDA award management
  • A track record of success in high quality food security and livelihoods programmes
  • Strong analytical capacity and understanding of food security and nutrition analytical methods such as the Household Economy Approach
  • Proven conceptual skills and an ability to think and plan strategically
  • Proven advocacy skills and experience
  • Strong interpersonal and partner building skills
  • Ability to effectively communicate complex ideas to a range of audiences
  • Ability to travel at short notice, occasionally to remote and insecure locations
  • Track record of success in donor proposal development and grant management
  • Highly developed written and verbal communication skills in both French and English
  • Strong communications appropriate for high-level external representation

Desireable

  • Experience with Household Economy Approach and possible uses
  • Experience in programming strengthening safety nets, such as cash-based programmes
  • Experience of working on food security and nutrition governance in the Sahel
