Job purpose
To manage and provide proactive, effective and efficient financial management and accounting services to the Oxfam programme in Senegal demonstrating best practice and ensuring accountability.
Key Responsibilities and Accountabilities
· Manages teams and resources to achieve defined areas of responsibility.
· Financial control of a day-to-day operational activity.
· Interpretation and analysis of financial information as well as reports, to provide advice to the DOO and senior managers within the country and when required throughout the organisation.
· Achieves internal and donor contractual compliance by establishing systems, ensuring full comprehension of contract requirements among staff and overseeing internal audit processes as needed.
· Manages and contributes to specific projects and events
· Produces reviewed procedures and influences managers to work differently / adopt procedures.
· Signing accounts when qualified
Country Management
To be responsible for the effective performance management of all direct staff in the Finance functions, participate in assessment, development and performance management against objectives and organisationally agreed competencies.
To build strong relationship with Programme Managers and Finance staff to ensure a clear line through which plans can be executed and monitored contributing to the assessment of performance and the setting of objectives and development plans.
To be responsible for the implementation of Oxfam’s relevant organizational standards in compliance with legal and statutory obligations within the country in relation to financial matters.
Financial Management:
To be accountable for the implementation of the corporate and country finance strategies and ensure effective financial management and control.
To support the country funding strategy, through ensuring the financial management tools to address donors effectively.
To ensure an effective interface between the various elements of financial systems and processes, including between OUS and other affiliate systems
Ensure that all finance and administration procedures are consistent with corporate standards, are clearly defined and understood and are operated effectively throughout the country.
Ensure effective, timely and accurate functioning and monitoring of OUS and ONL financial systems, including maintaining the completeness and integrity of data within the system, generating necessary reports and authorizing monthly data compilation in the system.
Contribute to the design of and oversee the preparation of regular (weekly/monthly/quarterly) management reports to meet the needs of programme managers, the Director of Operations, Country Director, ensuring timeliness and accuracy.
Support the Director of Operations, and other management staff in the preparation of programme and project budgets, as well as the annual budget for Oxfam and manage the preparation of financial projections/forecasts on a regular basis that are necessary for effective monitoring and review and also to meet the information and reporting requirements of OUS and OI.
Manage the preparation of financial reports to donors according to set timelines.
Ensure effective Assets management in close liaison with Logistics.
Liaison with banks and tax authorities on matters relating to staff and corporate taxation.
Programme:
To support and advise the programme staff on financial management and control issues, ensuring effective liaison between programme and finance staff throughout the country in consultation with the Director of Operations
Support the Programme team in fundraising by assisting in the preparation and review of proposals budgets to ensure donor requirements are adhered to and recharge (cost recovery) opportunities are maximised within the objectives of the programme.
Other
To be familiar with, ensure compliance and abide by the NGO/Red Cross Code of conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes
Be ready to perform any other activities related to business service issues when required
Technical Skills, Experience & Knowledge Required
Essential
Professional accounting qualification from a recognized body.
At least five (5) years' experience in Finance, ideally with at least two (2) years working in a supervisory position.
Expertise in the application of strategic financial management and experience in maximizing resource utilization.
Excellent computer skills as well as proven knowledge and experience of computerized accounting packages (eg Oracle, Pastel).
Excellent communication skills, and fluency in both verbal and written English and French
Ability to present information and concepts clearly, both verbally and on paper.
Capacity to organize work effectively and support the teams to do so
Experience in capacity building including coaching and providing feedback, and in the design and delivery of training;
Ability to work under pressure, prioritize competing tasks and produce high level output consistently.
Strong interpersonal skills, diplomacy, tact and negotiation skills;
Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work.
Desirable
Knowledge of Senegalese law related to Finance.
Working knowledge of Wolof
Experience of the implementation of major new systems, taking a lead role in a project team
Knowledge of Oxfam systems and procedures
