Founded in 2000, Free the Slaves (FTS) is a pioneer and leader in the global effort to
eradicate slavery. Our mission is to liberate those in slavery and to change the conditions
that allow slavery to persist. Free the Slaves works at the grassroots to empower vulnerable
individuals and communities to achieve freedom from slavery and develop resistance to
slavery. We work with and through local partners to build national capacity to combat
slavery and trafficking.

Position Overview
This is an exciting opportunity to inaugurate Free the Slaves’ newest country program,
expected to launch in the fall of 2016. The Senegal program will initially be focused on
eradicating child trafficking in street begging, with prevention and protection activities in
communities of origin and destination. The Senegal country director will provide capacity
building and ongoing support to local partner organizations in strategic program design,
implementation, measurement, reporting and financial accounting. The Senegal country
director will also provide strategic policy advocacy representation for FTS, explore
opportunities for expanded partnerships with Senegalese organizations, and strengthen
FTS’ presence in Senegal. The Senegal country director will be supervised by the Senegal
program manager (based in Washington, D.C.). The Senegal country director will
coordinate closely with the FTS monitoring, learning and evaluation team; with the FTS
development team on grant reporting and proposal writing; and with the communications
team. The Senegal country director will also coordinate with the FTS program operations
officer (based in Washington, D.C.) who will carry out operational tasks connected to the
Senegal program. The Senegal country director will be based in Senegal. Saint-Louis is the
preferred base but individuals preferring to be based in Dakar or Kolda may still apply and
note this preference within their application.
Please note that this position is dependent on finalization of a pending grant agreement;
we currently anticipate that it will be signed in August.
Responsibilities
Provide capacity building and ongoing support to local partner organizations in
strategic program design, implementation, measurement, reporting, and
financial accounting.
Maintain regular contact with partners by visiting their work in the field and at
their offices and giving them feedback on a regular basis. Help them reflect on
and resolve both immediate and strategic challenges as they move toward
eradication of slavery.
Assist partners with building self-sufficiency in setting budgets; making work
plans; preparing evaluation methods; writing grant requests and reports;
keeping records and maintaining compliance and accurate financial accounting.
Assist partners with designing and implementing sustainability strategies for
their work including their support to community groups and community scale up
and exit strategies.
Document actions, achievements and challenges and provide updates to FTS’
U.S.-based programs, development and communications teams on a regular
basis.
Carry out analysis and create realistic recommendations in collaboration with
FTS’ partner organizations regarding current legislation, regulations and
implementation of policies in relation to preventing slavery and trafficking.
Scale up FTS’ work in Senegal by developing and strengthening partnership with
government and with Senegalese and international groups to broaden FTS’
approach and impact and strengthen its presence.
Take the lead in developing and implementing in-country fundraising strategies
to strengthen FTS’ anti-slavery work in Senegal.
Provide strategic policy advocacy representation for FTS in multi-stakeholder
meetings, including government officials, civil society leaders and religious
leaders.
Regularly attend and participate in multi-stakeholder meetings, contributing
lessons learned from partners in the field and identify gaps in efforts to address
the root causes of trafficking of children.
Contribute to the development of FTS’ country program policies and procedures
and to the overall organizational strategic development.
Help to ensure compliance of Free the Slaves’ Senegal program with
governmental regulation, with strong support from FTS headquarters staff.
Requirements
Fluency in English, French and Wolof.
Strong organizational and time management skills.
Program management and operational experience, skills and aptitude.
Relevant educational qualification (e.g. international development, human rights, law, community work/social work) or breadth of work and educational experiences to substitute effectively.
Passion and commitment to ending modern slavery.
Innovative spirit and willingness to use creative thinking.
Determination and ability to sustain positive, respectful and dynamic
Willingness to travel between Saint-Louis, Dakar and Kolda to supervise
Ability to develop budgets, understand income and expenditure reports and give
Ability to work with limited administrative support.
Strong English and French writing skills.
